檯面上的理由是少子化，
檯面下的理由則可能是藉由招攬全世界的聰明人移民來美國工作（以及潛在聰明人來美國讀書）， 以彌補美國在地的一堆自以爲是的蠢人所製造的災難。 所以美國早年世代核心的一群聰明人其實真的設想得很廣泛也很長遠。 引用:
